What a heartbreaking video. If this was a child, the parent would be prosecuted and the child would be taken away. It should be the same for any other animal. I bet there are hundreds of people that would offer this dog a better home and constant love.  I hope the owner of this dog has a terrible and awful holiday season. -SPO
